Barbara A Joe DNP, FNP-BC, FAANP
Dr. (Captain, Retired) Joe is a Family Nurse Practitioner who served in the United States Navy from 1994 until 2024 when she retired as a Captain. Her assignments include stateside, overseas, forward deployed, and operational commands. Highlights of her career include serving as the Director of Branch Clinics at U.S. Naval Hospital Yokosuka in Japan where she oversaw the operations of 7 branch health clinics located in 3 countries (Japan, South Korea, and Diego Garcia) and as the FNP Consultant to the U.S. Navy Surgeon General from 2011-2014, where her efforts solidified the U.S. Navy's Phase II DNP program at the Uniformed Services University and established policy which maximized the scope of practice for FNPs in all armed services. Additionally, Dr. Joe established regional command training programs for a variety of topics including sexual assault medical forensic care while on active duty and has published multiple articles to advance nursing knowledge. Upon retirement from the U.S. Navy, she returned to Japan volunteering with the American Red Cross and established her own business providing medical consultation and examinations to current and former military service members applying for Veteran Administration benefits earned from serving in the armed forces.
Dr. (Captain, Retired) Joe completed her BSN at Villanova University in 1994, her MSN in 2004 at the Uniformed Services University of the Health Sciences, and her Doctorate of Nursing Practice at the University of South Alabama in 2016 where she focused on improving care of the patient with obesity in family practice. Her military awards include the Meritorious Service Medal (3 awards), the Navy Commendation Medal (5 awards), the Navy Achievement Medal (2 awards), and she earned her Surface Warfare - Medical Department Officer device in 2007. She was inducted as a Fellow of the American Association of Nurse Practitioners in 2015.
